During his time at RAIR, Paper built a floating windmill sculpture influenced by the history of windmill island, once a prominent feature of the landscape of the center city of Philadelphia. This large scale sculpture is made from salvaged materials found in the yard including wood, steel pipe, 55-gallon drums, and sheet copper. The project involved complex logistics, utilitarian engineering, archival research, and extensive teamwork between RAIR staff and the artist.
